The Housing Health and Safety Rating System (HHSRS) is undergoing its first major overhaul since 2006.
With the revised HHSRS 2 framework due to come into force June 2026 onwards, private landlords and letting agents need to understand what’s changing — and what this means for inspections, repairs, evidence, and enforcement.
This focused 2‑hour session is designed for those who already have a basic grounding in property health and safety but want a clear, practical update on the new HHSRS structure.
We cut through the consultation noise and provide a concise, sector‑safe explanation of the new hazard profiles, baseline indicators, banding, and expectations for PRS compliance.

By the end of the sessions, delegates will be able to:
- Understand why HHSRS is being updated and the policy drivers behind HHSRS 2
- Identify the new 21 hazard structure and how it differs from the current 29 hazards
- Apply the revised hazard baselines, definitions and worked examples
- Understand the new banding approach and how local authorities will use it
- Recognise what HHSRS 2 means for PRS inspections, evidence gathering and record keeping
- Understand how HHSRS 2 interacts with Homes (Fitness for Human Habitation) and damp & mould guidance
- Identify the likely enforcement implications for landlords and agents, including civil penalties
- Know what practical steps to take now to prepare for the 2026 implementation
